End-of-Year Financial Reports
Year-End Financial Reports must be filed every year, by each and every troop. Failure to comply with national and state rules will result in the troop not being permitted to participate in any activities, including product sales, service unit, or council events, or even troop-level field trips.

Fund Raising Rules
(1) If a troop wants to raise money outside of troop dues, it must first participate in the two council and national product sales programs, QSP and cookies.
(2) The troop must submit an MEA (Money Earning Application) at least six weeks in advance to the SUM (Service Unit Managers). The MEA form is available in the Forms Library on the GSOFCT.org web site.
(3) The fund raising activity must avoid certain blackout periods: the 3-week QSP sales period, and the 4- to 5-week cookie initial ordering sales period.
(4) Girl Scouts cannot raise money for another charity. Troops can run "drives" where they collect items for another charity, or they can make items to donate. The girls can raise money in a variety of ways to supplement their treasury and can then vote to donate a portion of their funds to another charity or use the money to purchase items for that recipient, or purchase supplies to make items for that recipient.
